In order to further define those standards, the US National Council and the Regional Coordinators have unanimously approved the following as a US National Policy:
Policy: MC Privilege
In continuing accordance with previous Board policy, the US National Council, with the support of the Regional officers, has decided to issue a clarification and restatement of a Board position.
All Member Classes above 1 are a privilege, not a right. Those members who have earned sufficient Prestige for those Member Classes, as outlined in the Tome, have met the minimum requirement. However, these Member Classes carry with them responsibilities in proportion to their advantages. Those who earn Member Classes of 9 and higher, especially, are expected to be leaders in the organization, as well as exemplary members.
Regional Coordinators may deny any member access to Member Class 9 through 11 (as well as 6 through 8 if a member of an Independent Chapter) if the member does not represent the Camarilla as a leader and exemplary member. Likewise, the National Coordinator may deny any member the ability to bear Member Class 12 or higher for similar reasons. As with any other decision by an officer, the decision to award or not award Member Class may be appealed to the next higher level officer in the chain (decision of the Regional Coordinator can be appealed to the National Coordinator; decisions of the National Coordinator can be appealed to the National Council.)
The characteristics of a leader and exemplary member include, but are not limited to:
Not merely responsible play, but actively using the abilities granted by the Member Class to enhance role play and encourage other players;
Not merely gaining Prestige at one level, but attempting to learn from and benefit the organization at many levels, from Chapter to International;
Not merely working until one attains a desired Member Class and then resting on one's laurels, but consistently supporting the club over time; and
Not merely following the Tome and Code of Conduct, but acting in ways that encourage others to follow the Tome, in the true spirit of solving problems rather than creating them.
On the basis of these criteria, and not just Prestige, will applications for Member Classes be judged.
