A Couple of Questions have arisen about what MC Review is about. Here is an overview.
MC Review was created for the express purpose of reviewing applications for Member Classes 9 and greater. These levels require a wide-scale of service,
and the Camarilla wishes to ensure that consistent standards are being applied for these reviews. This list should consist of at least one
representative from each region, as well as the Associate National Prestige office, and possibly members of the Board of Directors, and National
Coordinators.
The process for reviews goes like this:
A) The regional representative will forward an application, including details of prestige. This should always include information on National and Regional
prestige. If the member has not been reviewed on this list, it should include all the General prestige possible. It should include the last MC approved,
who approved it, and the date of that approval.
B) The reviewers will take at least two weeks to discuss it and make commentary. Reviewers should not limit themselves to commenting on reviews
only from their home region. It is important to have opinions and views from a variety of places.
C) Any questions about the log are referred back to the member at this point. The member may also have further comments on the initial findings of the
reviewers. In general, too much discussion with the member is discouraged. All information should have been included in the first place and further
discussion will only confuse and / or delay the review. However, reasonable concerns should be addressed as politely as possible.
D) When the discussion is finished (no comments for one week), the reviewer who sent the log to the list initially sends the member the final outcome of
the review including final totals after any modification. The results are
kept in a log by the National Human Resources officer for future reference. If this person is reviewed again on this list, it is only necessary to review
to prestige since that date.

The most common problems to look for are as follows:
1) Verification: All Regional and National prestige needs to be specifically verified (with most general prestige, the member's word is good enough).
Officer prestige should be verified, as well as anything over the usual
recommended limits. Also, convention prestige and moderator prestige should be verified. Verification means getting a verbal or written message from the
officer that awarded it, or failing that someone in a similar position currently.
2) Gen Grants: These need to be verified as above. We only use the last Gen Grant before the 3/97 reset, and totals are raised to at least the minimum
for that Gen. If it can be verified that an office was helped for an
appropriate period (usually one year), the person is assumed to have received the appropriate Gen Grant, even if the Grant itself cannot be verified.
3) R and N Multipliers: These were done after 1997. Regional and National prestige was meant to be give out at lower rates, but this was often not
done, so most of the time these multipliers should not be used. Consider the current and former standards and make sure they are realistic before allowing
them.
4) Retroactive Items: The following items are changed all the way back to the beginning of the Cam, due to some places using these standards and others
not. Meetings do not count if required for that officer. Meetings are limited to 20/month. Clean up / setup is limited to 20/month. Transportation / Cam
Taxi is limited to 10/month. Crash space / Cam Hotel is limited to 10/month.
5) Category limits: Check these carefully. Regional and National items *do* apply to these limits unless specifically authorized by an RC or higher
officer to exceed them. Specifically does not mean, "It was policy that R and N could exceed limits". It means "John Doe is allowed to exceed the admin cap
by "X" amount for month 1/2000".
6) ICC and Moderator: ICC prestige can be verified on the Web. Moderator prestige can be verified by the ADoComm or by a spreadsheet available to
reviewers, which includes the prestige many ADoComm reports.
7) Pre-Reset Items: Some items can be converted to Regional and National prestige even before the 3/97 reset. These should be easily verifiable. The
most common are Regional or National offices (ARC, AMST, etc.), ICC or convention prestige, and Requiem articles. If you are uncertain, do not
convert it.
8) Previous Reviews: Gen grants are considered to have awarded an equivalent amount of prestige. MC grants do not, unless explicitly specified with the
Grant. A Previous Review done by the MC-REVIEW list will verify prestige as of the date of that review. Further reviews on this list need only check
items since that review. This does not apply to reviews done outside of the MC-REVIEW list.
9) Overturning Awards: Cases may arise where an award may be verified, but the reviewers may feel that it is still too large (or too small). The
reviewers can adjust the prestige to a more appropriate level to maintain
National consistency for prestige awards.
10) Issues: Reviewers should be polite and business like when dealing with members, but problems do arise. Problems resulting from a review, such as a
member filing a Complaint about the results, can be directed to the member's RC, the Assistant National Coordinator Prestige, and/or the National
Coordinator. Before growing too frustrated while dealing with an unhappy member, use the twenty-four hour rule, and pass the buck to someone else
rather than create an unpleasant situation.
