The highest Rules authority is the Addendum, which compliments and in some cases supercedes the books. The final call is always in the hands of the ST running the scene. Those answers listed on the Cam-Rules-Answers list and the FAQ exist for items that both storytellers and players need clarification on, but are not something that needs to go into the Addendum. These answers are interpretations agreed upon by both the Global and National ST staffs, but are just that, interpretations. The final call remains in the hands of the ST running the scene so long as that call is in line with sanctioned materials and the Addendum.
